Capital Shield Inc., Capital Shield Insurance Services LLC, and the embezzlement insurance product Capital Shield® were founded by a group of four experienced business professionals based in Fort Myers, Florida. We began in 2019, providing the protection needed for affluent families. Our founders have themselves been victimized and have experienced investment embezzlement first hand. We know all too well what this horrific event can do to a family’s hard earned nest egg.
Mark Levine
Co-Founder & Partner
Mark Levine is a 40 year veteran of the property and casualty insurance industry, with both insurance company and independent agency distribution experience. Mark began his career
at Liberty Mutual Insurance Company and rose through the ranks from direct sales production to regional management, eventually with responsibilities as Massachusetts Regional Manager of Business Markets. He later became Executive Vice President of Allied American Insurance Agency and continued in an executive role at Eastern Insurance, following the acquisition by Eastern Bank. Under Mark’s leadership, the agency grew to over $60,000,000 in revenue, to be come one of the largest in New England and among the Top 50 in the US. Mark later joined Starkweather & Shepley Insurance Brokerage as President of Florida Operations, to build a retail and wholesale insurance presence in Florida for the Rhode Island
based insurance agency.
Suzanne Foglio
Co-Founder & COO
Suzanne M. Foglio cofounded Fotek Insurance Agency with her husband Jim in 1987. Fotek, an employee benefits firm focused on consultative, cost-effective, and creative employee benefits solutions in the small to mid-sized group market. As Chief Operating Officer, Suzanne was responsible for the day-to-day leadership and general management of the company, while building a state of the art comprehensive customer service operation.
A self professed health nut with a passion for healthy living, Suzanne’s philanthropic focus has been on cancer organizations and human trafficking.
Jim Foglio

James M. Foglio cofounded Fotek Insurance Agency with his wife Suzanne in 1987. Fotek, an employee benefits firm focused on consultative, cost effective, and creative employee benefits solutions in the small to mid sized group market. Core skills included health insurance, ancillary group coverage including Dental, Life, LTD and STD, large group underwriting and carrier negotiation, and alternate funding including self insurance, HSA, HRA and FSA integration strategies. From 2000-2005, Fotek was the #1 producing Agency in the country with Aetna. Achieved Master Broker Status with all major health insurance carriers including Horizon Blue Cross & Blue Shield, Aetna, Cigna, Amerihealth, Oxford, United Healthcare selling
Travus Pope
Co-Founder & Advisor
Travus H. Pope is currently the Director of Corporate Finance, Portfolio Manager and Registered Principal of Syndicated Capital Inc and Portfolio Manager – Alternatives at Pacific Income Advisors. Beginning as an investment-banker at a New York Stock Exchange Member Firm in 1999, the firm was shortly thereafter acquired by Laidlaw & Co. He was appointed to Sr. Vice President during his three-year tenure. He became Managing Partner and one of the founders of Franklin Capital Group, Inc. an investment management firm in East Hampton, NY. Later accepting a position at Oppenheimer & Co., he moved his management and sales staff to South Florida in August of 2004.
